The philosophy of the meeting was to explore, peruse, examine, and analyze both the advantages and disadvantages of the present defense RDTE process in relationship to human oriented personnel, training, manpower, human factors, and human engineering research and development. The objectives were to 1 examine the RD cycle, from research organization to implementation, as a framework for fostering personnel and training research and research documentation 2 provide suggestions for modification of the Navy RD cycle in relation to personnel and training to allow research planning, performance, and implementation in minimum time and cost with maximum payoff 3 develop insights in the research-management-engineering structures and structural interfaces as required for personnel research problem identification, performance, and implementation and 4 synthesize and document the major conclusions stemming from the meeting and publish these, together with the presented papers.
