The Defense Contract Administration Services DCAS was created in 1956 to provide a single interface between the procuring agencies of the military departments and the Defense Industry. The mission of DCAS can be described as those actions which must be taken by the government from the time a contract is awarded until the material or services have been delivered, accepted, paid for, and the contract closed out. Within this broad envelope, there is a requirement for DCAS to provide engineering support to the purchasing offices and engineering services to industry. This thesis examines the DCAS organization which provides engineering support to the military departments and specifically attempts to determine the benefits and costs associated.
