Abstract:

The New Mexico Air National Guards NMANG 150th Fighter Wing 150FW is based on a 104-acre leased tract at Kirtland Air Force Base. Existing operation and training facilities necessary to support the 150FWs F-16 flying mission and 24 aircraft are no longer adequate due to undersize, aged infrastructure, and general deterioration. To correct these deficiencies a short-term facility modernization program is proposed for execution over the next three to four years. Separate but interrelated projects involving new construction, additions to existing buildings, demolition, and a new NMANG base entrance would be accomplished within the existing 150FW base at Kirtland. The potential environmental consequences of this facility modernization program have been analyzed in an Environmental Assessment EA culminating in this Finding of No Significant Impact FONSI. The EA was prepared in accordance with the Air Forces Environmental lmpact Analysis Process as codified at 32 CFR 989 and the implementing regulations of the National Environmental Policy Act as codified at 40 CFR 1500- 1508.
