Abstract:

The former CAFB Housing Annex was declared excess property by the Department of the Air Force in 1996. The City of North Charleston made request for transfer of approximately 16 acres of the property for future construction and operation of various new municipal facilities. The National Defense Authorization Act for Fiscal Year 2002 authorized the Secretary of the Air Force to transfer subject property to the city. Many of the citys aging and scattered municipal facilities cannot effectively and efficiently accommodate the citys growing needs, and the requested property is considered by the city to be of central importance and of ideal location for construction and operation of new co-located municipal facilities. Low-level trichloroethene TCE contamination is present in groundwater approximately 30 feet below ground surface at two locations on the parcel at levels just above regulatory limits 5 parts per billion. Land use controls LUCs are in place and prohibit the installation of drinking water wells on the parcel therefore the low-level TCE poses no risk to human health or the environment. A Finding of Suitability for Early Transfer FOSET required for the proposed property transfer is underway, given the TCE levels.
