Abstract:

The U.S. Air Force AF proposes to implement the 2005 Base Realignment and Closure BRAC Commission s mandated relocation of four Army National Guard ARNG Readiness Centers Abilene, TX, Coleman, TX, Snyder, TX, and Texas ARNG Field Maintenance Shop, Abilene, TX and associated Army Reserve units. The relocation would establish an Armed Forces Reserve Center AFRC at Dyess AFB, providing a training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, barracks, physical fitness areas, and vehicle maintenance shop. Construction at Dyess AFB would start in fiscal year 2009 with closure of the existing facilities by April 2011. The proposed location of the AFRC was selected due to it s central location access to established roads, utilities, and base facilities secure location on base and because it best fits the needs of the Army and AF. The no-action alternative was also evaluated to provide a baseline for comparison with the proposed action. Under the no-action alternative, the AF would maintain the environmental status quo, but the Army and AF would not comply with the decisions of the BRAC round in 2005.
