Abstract:

Pursuant to the Presidents Council on Environmental Quality CEQ regulations, Title 40 Code of Federal Regulations CFR Parts 1500-1508, as they implement the requirements of the National Enviromnent Policy Act NEPA of 1969,42 U.S.C. 4321, et seq., and Air Force Instruction API 32-7061, Environmental Impact Analysis Process, as promulgated at 32 CFR Part 989, the USAF conducted an assessment of the potential environmental consequences associated with implementation of the following proposed actions to construct a new fire crash rescue facility, construct a new air traffic control tower facility, and demolish the existing air traffic control tower at MacDill Air Force Base AFB. The environmental assessment considered all potential impacts of the proposed action and the no action alternative, both as solitary actions and in conjunction with other proposed activities. The finding of no significant impact FONSI summarizes the results of the evaluation of the proposed action and alternative. The discussion focuses on activities that have the potential to change both the natural and human environments. The finding of no practicable alternative FONP A summarizes the options considered and why the proposed crash rescue facility and the air traffic control tower were designed and sited as proposed. Environmental analysis of these three actions was completed collectively because all three actions will be funded, designed, and completed as a single project.
