Abstract:

The 2001 Quadrennial Defense Review QDR and related national strategic plans noted that the Asian region has become increasingly important to regional and United States security. The 2001 QDR directed the Air Force to expand basing in the Pacific region with a regionally tailored, multifaceted force able to respond quickly when needed. In response, the Air Force proposes to locate the U.S. Pacific Commands ISRStrike capability, aerial refueling aircraft, and support personnel in the western Pacific to Andersen AFB, Guam the Base. The objective of the ISRStrike capability will be to achieve pre-engagement battle space awareness, locate and identify critical adversary movement, achieve assured success through air dominance, and deliver decisive effects via persistent and precise application of air and space power. The proposal to establish an ISRStrike capability was developed prior to the 2005 Base Realignment and Closure Commission process, and the ISRStrike capability is not part of the decisions from that process.
