Abstract:

The purpose of the Proposed Action is to construct a new Entry Control Facility adjacent to the Bell Street Gate. Buildings 514, 515, 519 will be demolished to make available space for visitor parking, asphalt driveway access, new sidewalks, and new guardhouse facilities. In addition, Building 518 will be renovated to provide a new visitor facility and Building 84 present guardhouse will be relocated and used as an overwatch building. Within the same area, adjacent to the proposed facilities, are Buildings 77, 79 proposed for demolition and the lot where Building 78 previously stood, prior to being demolished. Due to the close proximity of these facilities to the Proposed Action, and to the potential use of this area for future support facilities, this area will also be assessed for environmental impacts. The existing Bell Street Gate configuration was built in 1942. Since that time, minimal security updates have occurred to this area. The current gate configuration is inadequate to meet current Air Force Anti-TerrorismForce Protection ATFP requirements. The No-Action Alternative would be continued use of the existing facilities, which do not meet current ATFP requirements. Resources considered were air quality, noise, land use geological resources, water resources, biological resources, transportation and circulation cultural resources, socioeconomics, environmental justice and protection of children hazardous materials and wastes, and utilities. No significant impacts would result from the Proposed Action.
