Abstract:

Gust statistics proposed recently for the clearance of aircraft appear to be much too severe in the lowest 5,000 ft of the atmosphere. It is contended that extreme gusts in the lowest layers are only those caused by thunderstorms or mountain waves and that these are no more frequent in the lowest 5,000 ft than in the 5,000-10,000 ft layer, even although milder gusts may be more frequent. This document seeks a peer review of this contention. In order to guide formal discussion, a review of all causes of extreme gusts has been attempted so that the peer revie can address the various single issues involved.
