Abstract:

As professionals working within the air and space community, we must understand the strategic policy environment in order to employ air and space power effectively. This includes knowing US national objectives and the ways that both national and international laws shape and constrain decision making. A commander directing in-theater air operations who observes an approaching aircraft can make a decision quickly, based on the nature of that aircraft the engagement itself hostilenonhostile and the extended set of international rules, customs, and laws that guide the overall situation. For space professionals, the strategic environment presents different, unique challenges. Complicating the issue further, those professionals must make decisions in an environment where comprehensive rule sets for operations and cooperation on the international level have not fully matured.
