Abstract:

The way a unit defines an area of operation AO can restrict or facilitate a units ability to influence the population however, units may not have access to accurate census data. An AO developed through a cursory mission analysis could misrepresent current tribal boundaries, population densities, district boundaries, and residential areas. Recent research has demonstrated that given anonymized call data records of mobile subscribers, units may be able to circumvent the need for an accurate census to feed into the mission analysis in determining an optimal AO. Furthermore, mobile data also provides the added benefit of allowing us to assess changing population patterns over time.
