Abstract:

This paper describes recent trends in OM spending, both in the aggregate and disaggregated by service and type of activity. In addition, the paper touches on the link between OM and readiness and offers a projection of future OM costs under the assumption of constant operating levels. This study represents the initial phase of CBOs analysis of readiness and OM spending. The final version of the study will attempt to define what parts of the OM appropriation most affect readiness and will make projections of requirements for OM under assumptions other than constant operating levels. The paper was prepared at the request of Senator Lawton Chiles, Ranking Minority Member of the Senate Budget Committee. ln keeping with CBOs mandate to provide objective and impartial analysis, this paper makes no recommendations.
