Abstract:

Due to two factors 1 the loss of control over security matters in its territory by the state, and 2 the lack of credibility of the civil security forces, as well as the unforeseen effects of the pressure applied by the governments of Colombia and Mexico in close alliance to that of the United States of America, the drug cartels have used Guatemalan territory as a beachhead through which a large quantity of narcotics are being shipped. This is why this thesis begins with the question What changes should the Guatemalan Army implement in order to generate the capabilities which will allow it to fight drug trafficking in its national territory To face this challenge the Guatemalan Army could use the DOTMLPF Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities in order to identify those gaps in its present and projected capabilities which prevent it from accomplishing the missions assigned by the political constitution of the republic. By doing so, it would be possible to augment, equip, train, and utilize its personnel in the protection of the national territory. This, in turn, when coordinated with national power, would help reduce narco-trafficking and related crimes.
