Abstract:

DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES Beale AFB is proposing to construct a new 60-acre wastewater irrigation field across J Street from the wastewater treatment plant WWTP. The 60-acrc irrigation field would contain a total of six additional wastewater cannons on two parcels to disclharge WWTP effluent. Parcel A would be approximately 35 acres and contain tour of the wastewater cannons, while Parcel B would be approximately 24 acres and contain two of the wastewater cannons. This project would also include the construction of3-foot-widc, 1-foot-high earthen benns around the pe1rimeter of both parcels that would be constructed of on-site soil. The berms would be constructed to prevent treated wastewater from flowing oftsite in the event of a wastewater cannon or piping system malfunction. The berms would act a- a tail-water recovery system, which will be a requirement list1ed in the new Waste Discharge RequirementsWDR from the California Regional Water Quality Control Board CRWQCB. Additionally, Site 13 treated groundwater would be routed straight to the golf course via existing piping instead of being sent to the WWTP and to Pond 4. Other sites were considered for the LBO project, but the proposed site is the only site that would avoid direct impacts to wetlands that are potential threatened and endangered species habitat. Additionally, other considered sites involved moving farther away from the WWTP and as such, would entail more impacts to Waters of the U.S. because of the large number ofthese features within the installation. The pump at Pond 4 where the piping must connect is in the 1 00-ycar and 500-year floodplain, so the project would invo lvc construction in a floodplain with any site chosen.
