This report describes the history, design, and fabrication of the Operational Based Vision Assessment OBVA laboratory from the initial feasibility studies through the final 15-projector system. It describes the studies that were accomplished to define the system attributes and discusses the trades that were made in design parameters to complete the design and fabrication of the final laboratory. The OBVA laboratory integrated commercial-off-the-shelf simulation components into a high fidelity simulation laboratory to objectively assess the importance of visual characteristics to operational performance and the sensitivity of operational performance to these characteristics. This, in turn, may lead to changes in Air Force vision standards.
