In the main volume of this report, we estimate the relationship between the state of the civilian economy and Navy retention. Much of the technical detail of that analysis was excluded for brevity and is instead shown and discussed here. This volume of appendixes begins with a discussion of the fundamental underlying retention model that we estimate. There are three main choices, each with its strengths and weaknesses. As we discuss, the peculiarities in civilian economy greatly drove our ultimate choice of model. We then discuss the novel input in our retention model the economic components discussed at length in the main document. We particularly emphasize the components stability over time. This is important because we anticipate these components being used to predict retention in the future. As such, ongoing validity of the estimated relationship between the economic variables is a desirable property.
