This document is a combined environmental assessment EA and environmental baseline survey EBS prepared to support the proposed lease of property located near Cadiz, Ohio, for use as a drop zone for airdrop training by the 911th Airlift Wing 911 AW of the Air Force Reserves AFR. The EA evaluates the potential environmental impacts associated with the establishment and operation of the Cadiz Drop Zone. This EA has been prepared in accordance with the National Environmental Policy Act NEPA of 1969, as amended 42 United States Code U.S.C. 4321, et seq., the Council on Environmental Quality CEQ regulations for implementing the procedural provisions of NEPA 40 Code of Federal Regulations CFR Parts 1500-1508, and Air Force policy and procedures 32 CFR Part 989. The EBS has been prepared to document the environmental condition of property resulting from the release and disposal of hazardous substances, petroleum products and their derivatives, if any, on the proposed drop zone property, and to establish a baseline for use by the Air Force in making decisions concerning real property transactions. The preparation of an EBS is required by Department of Defense DOD policy before any property can be sold, leased, transferred, or acquired.
