Abstract:

Every year, floods and droughts affect thousands of people who are directly or indirectly dependent on public initiatives. However, governments have been shown to be partially or totally incapable of properly reacting to these disasters. Foremost among the many reasons for this is the lack of effective planning and situational awareness in disasters in which different support teams are working in the same area without coordination. In this context, simulations can be utilized to increase the planners understanding of a given situation and provide a way to avoid the common mistakes that occur during resource allocation in such situations. The present work is being conducted to establish a distributed simulation environment, with 3D visualization, to support resource allocation planning and increase situational awareness during disasters. This approach may help managers, planners, and operations personnel understand the disasters evolution while increasing command maturity in such complex endeavors.
