Abstract:

Science, innovation, and discovery have enabled the U.S. to maintain an intelligence advantage over our adversaries. Investment in fundamental science and discovery is integral to economic growth and development as well as to national security. Other nations, recognizing that investment in science, innovation, and discovery is a required element of economic prosperity and therefore national security, have increased their commitment to basic research, while U.S. investment in fundamental research, which includes basic and applied research, has declined. While the U.S. continues to maintain a position of leadership in science and technology ST, it has experienced a gradual erosion of position with respect to the rest of the world in many areas. This erosion is largely the result of the rapid increase in Asian ST investment and the results of the European Union s efforts to boost its relative competitiveness in research and development RD, innovation, and high technology.
