Fiscal Year 2011 Afghanistan Infrastructure Fund Projects Are Behind Schedule and Lack Adequate Sustainment Plans

This report discusses the results of the Office of the Special Inspector General for Afghanistan Reconstructions SIGAR audit of the Afghanistan Infrastructure Program and Fund. This program is intended to leverage and coordinate Department of Defense and Department of State resources for large-scale infrastructure projects in Afghanistan. However, several fiscal year 2011 projects are 6 to 15 months behind schedule, and sustainment plans are incomplete. This report includes 9 recommendations to the Secretary of Defense, Secretary of State, the Commander of U.S. Forces-Afghanistan USFOR-A, the U.S. Ambassador to Afghanistan, and the U.S. Agency for International Development USAID Mission Director in Afghanistan to improve the implementation and oversight of U.S. funding for Afghanistan infrastructure projects.
