Abstract:
Information Operations IO are a national priority and a critical enabling capability for every type of operation conducted by the Joint Force Commander. Although IO is recognized as a necessity for future warfare, and arguably current irregular warfare that involves kinetic and nonkinetic options, it has been difficult to identify a service career force capable of integrating full-spectrum Information Operations. The Navy Information Warfare Officer IWO with core skills of Signals Intelligence SIGINT, Electronic Warfare EW and Computer Network Operations CNO, although focused on the technical elements that constitute the information environment, is best suited to subvert, coerce, attrite, and exhaust adversaries rather than defeat them through direct conventional military confrontation, while protecting our own forces and incorporate the remaining IO components of Military Deception MILDEC, Operations Security OPSEC, and Military Information Support Operations MISO into full-spectrum operations. The Navy should be designated the Joint Force Information Operations Component Commander to fully integrate IO into full-spectrum operations.
