Abstract:

With decreasing budgets, increasing missions, and operations conducted by a joint military, it becomes increasingly important for each service to correctly and succinctly define its mission and service-wide capability. The naval core capabilities articulated in the 2007 Cooperative Strategy for 21st Century Seapower and the 2010 Naval Doctrine NDP-1 incorrectly include Humanitarian AssistanceDisaster Relief and exclude Amphibious Operations from their lists. By analyzing previous naval strategies and theories on naval interactions of the future, and comparing service doctrine across the joint force, an inaccurate prioritization of mission is evident for the U.S. Navy.
