Abstract:

This paper provides an overview of the development of the Armed Forces of Montenegro after independence. Of particular concern are the various security assistance programs for building Montenegros armed forces capacities provided by the U.S. Government. These programs seek to bring the Montenegrin Armed Forces up to the standards and capacity for interoperability that are required for successful participation in multinational operations sponsored by NATO and the European Union. The paper presents conclusions concerning U.S. security assistance programs in Montenegro and recommendations for future engagements.
