Abstract:

The NONCAS Handbook provides an introduction into non-compliance NC and non-compliant actors NONCAS, including some major assumptions and terminology issues related to NC and NONCAS. It also provides for consideration of prerequisites, options and strategies to improve compliance and to prevent and counter NC and NONCAS, as well as a collation and assessment of implementation issues of compliance strategies and strategies for preventing and countering NCNONCAS. This Handbook does neither develop a tailored strategy for every single possible form of NCNONCAS nor offer a one-size-fits-all solution to mitigate NC. Instead, the Handbook points out relevant starting points and ideas about suitable proceedings for coping with noncompliance or developing strategies for improved complianceagainst NCNONCAS.
