American Recovery and Reinvestment Act Wind Turbine Projects at Long-Range Radar Sites in Alaska Were Not Adequately Planned

Our overall objective was to evaluate DoD s implementation of Public Law 111-5, American Recovery and Reinvestment Act of 2009, Recovery Act, February 17, 2009. Specifically, we reviewed the planning, funding, initial project execution, and tracking and reporting of the wind turbine projects, each valued at 4.7 million, located at long-range radar sites LRRS at Cape Lisburne, Cape Newenham, and Cape Romanzof, Alaska. We determined whether Air Force personnel complied with the Act s requirements, Office of Management and Budget OMB Memorandum M-09-10, Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009, February 18, 2009, and subsequent related guidance. The Recovery Act and OMB guidance require projects to be monitored and reviewed. For the purposes of this audit, we grouped these requirements into the following four phases 1 planning, 2 funding, 3 initial project execution, and 4 tracking and reporting.
