Abstract:
Although it has not suffered a successful attack since the July 7, 2005, bombings in London, Europe perceives itself to be under a constant threat from jihadist-inspired terrorism. Based on a survey of legal documents, intelligence reports, academic literature, and media sources, and on conversations with experts and government officials, this paper provides an overview of current trends in jihadism in Europe from an operational perspective. This research was jointly sponsored by the Modeling and Simulation Coordination Office of the Office of the Secretary of DefenseCost Assessment and Program Evaluation, the Interagency Task Force of Special Operations Command, and the Joint StaffJ-8. It was conducted within the International Security and Defense Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community.
