Abstract:

Almost two decades after the collapse of the Soviet Union, Russias leadership has been trying to modernize its military. However, all attempts to create highly mobile, technologically sophisticated, and fully professional forces have been delayed because of lack of funding, opposition from high-ranking officers, corruption, and Russian societys reluctance to make any changes. The recent conflict with Georgia exposed Russias military weaknesses, which showed Russias leadership that radical changes were needed. Although the Russian leadership can initiate reforms to change its military, as long as they do not devote sufficient resources for such reforms, and as long as Russias military is reluctant to change its culture, all attempts at reform will fail.
