This review was announced on July 24, 2006, with the overall objective of determining whether the U.S. government is receiving the services paid for under Logistics Civil Augmentation Program LOGCAP Task Order 130 and whether the support provided is reasonable, efficient, and cost-effective. During our review we noted that the LOGCAP contractor, Kellogg Brown and Root Services, Inc. KBR, continuously marked all information provided to the government as Proprietary Data. In addition, the contractor initially refused to provide us with requested data in its native format Excel spreadsheet or Access database, because KBR claimed the actual spreadsheets or databases contained specific proprietary information relating to how KBR conducts its business. The purpose of this interim review was to provide an assessment of whether KBR is following applicable Federal Acquisition Regulation FAR direction on classifying proprietary data and is complying with contract provisions regarding information.
