Abstract:

The Ministry of Defence in the United Kingdom MODUK, is well aware of the increasing demand for public accountability, and the need to explain its activities to interested parties stakeholders. Comparison is required between hazardous activities performed by MODUK, and more familiar hazards elsewhere. Procedures are reasonably well developed for the estimation of risks to an individual, both for the workforce and members of the general public, but we are less content with arrangements for estimating and managing risks to exposed groups of people. This paper is intended to publish some recent work by MODUK on societal risk from its explosives storage activities, and to comment on the various methods we have used to arrange risks in order of importance.
