Abstract:

Operation IRAQI FREEDOM provides a vivid example of poor planning at the Operational Level of War. Research and analysis revealed three key elements that are essential for successful operational design operational vision, conflict termination and end-state. A combatant commanders ability to visualize how the campaign should end and how to synchronize and sequence his forces in order to achieve the desired strategic end-state is critical in the joint operational planning process. The paper examines several underlying issues that contributed to the overall failure to address the post-conflict transition. Specifically it examines the role of the combatant commanders operational vision and its affect on conflict termination planning. Additionally, the paper draws conclusions concerning the consequences of not having early, integrated planning for conflict termination and the desired end-state. Finally, it offers recommendations for further research and analysis into two additional elements that when neglected or not recognized may also contribute to poor operational planning.
