Abstract:

This thesis examines the top leadership in North Vietnam under Ho Chi Minh to determine what prospects the United States will be confronted with in future relations with this Communist state, especially when Ho turns over the reins of power to a successors or at his demise. In any event, during the succession crisis there will be a violent power struggle with the concomitant opportunities for the United States to exploit this crisis to the best advantage. In so doing, the United States could enhance its position in bringing the war to a faster yet satisfactory conclusion. In arriving at the conclusions, the thesis traces the development of the Communist state to its present form, identifies the leading contenders for power and their position in relation to the Sino-Soviet rift, speculates on how succession might occur based on prior Soviet successions, and finally, the man considered most likely to succeed is identified.
