Abstract:

This paper analyzes the impact of a future technology on counterinsurgency COIN operations. The technology presupposes the ability of air and ground platforms to identify positively identify individuals from a distance. Whereas current unmanned aerial vehicles UAVs and ground observation devices can see people from a distance, these platforms cannot automatically recognize these people from previous observation beyond the degree of accuracy which an observer may provide. When this new capability is employed in a COIN environment, and then networked and its data analyzed, counterinsurgents can gain a decisive advantage over their adversaries.
