The primary audit objective was to evaluate the adequacy of Army, Navy, Marine Corps, Defense-wide agencies, National Guard, and Reserve Components financial controls over the use of Global War on Terror GWOT supplemental and bridge funding provided for procurement and research, development, test, and evaluation RDTE. We also determined whether the funds were placed on contracts and used for the purposes stipulated by Congress. See Appendix A for a discussion of the scope and methodology and prior coverage related to the audit objectives.
