This report satisfies Section 110 of the National Historic Preservation Act NHPA of 1966 as amended and will help the Fort Bliss Cultural Resources Office and Directorate of Public Works in managing their historic building. All buildings, especially historic ones, require regular planned maintenance and repair. The most notable cause of historic building element failure andor decay is not due to the fact that the historic building is old, but rather is caused by an incorrect or inappropriate repair andor basic neglect of the historic building fabric. Maintaining historic buildings and keeping a log of completed repairs and maintenance can help in Reducing the cost of maintenance in the long run Increasing the life of the building and its elements The efficient use of the building and its elements Safety and security Compliance with Federal and DoD historic preservation regulations.
