Abstract:

The United States must improve relations with Indonesia because of Indonesias improving democratic institutions, growing political power in Eastern Asia, strategic location, and market potential, and because it is has the largest Muslim population of all the worlds nations. This Strategy Research Project SRP describes the benefits of the National Guards State Partnership Program SPP. It then examines Indonesias role as a critical U.S. strategic partner and identifies risks if relations with Indonesia are not improved. It shows how the Hawaii National Guards SPP can effectively augment current programs of the U.S. Agency for International Development USAID and the Pacific Commands Theater Security initiatives. It then proposes to expand the SPP through the addition of authorization and appropriate funding for the state-to-state component of the SPP, along with a discussion of arguments against improving the SPP. This SRP concludes with recommendations to strengthen SPPs.
