Abstract:

This paper takes the strategic concepts delineated in the Proliferation Security Initiative PSI and translates them into operational tasks. It discusses ways for the operational commander to integrate PSI and similar initiatives into the planning process and to prepare to work with partners who may or may not be able to integrate into a traditional U.S. command and control architecture. It provides a history of the PSI, as well as related policies that provide a background for the implementation of the PSI. It then discusses the importance of the PSI at the operational level, especially in the maritime arena, and presents ways to integrate the elements necessary to conduct operations under the PSI into the umbrella of normal operations. It also discusses obstacles to supporting PSI tasking and ways to overcome them.
