Abstract:
The recent publication of Military Support to Stabilization, Security, Transition, and Reconstruction SSTR Operations Joint Operating Concept was designed to establish a framework for the successful transition of military combat operations to the establishment of a viable host nation civil government. This paper addresses the physical and social challenges that may be encountered during this phase of military operations. The author contrasts historical and current operational examples of SSTR to identify changes that should be made to current military force structure for the successful resolution of future conflicts, and identifies the requirements for effective military engagement with U.S. Government agencies, non-government organizations, and the international community.
