Abstract:

Maintaining Legitimacy in Combined Operations Managing the Impact of U.S. Detainee Policy. US policy on the detention of unlawful combatants is contentious issue with key allies, who must respond to concerns on the part of their publics that the United States has not adhered to accepted human rights standards as it prosecutes the Global War on Terror. Allied need to manage domestic public opinion can result in a significant increase in the length of time necessary to draft and approve key planning documents required to conduct Combined Operations. This has an impact on the operational factor of time, potentially resulting in a delay in the ability of the combined force to deploy and commence operations. This paper examines the problem, using a recent example from NATO and then notes the potential for this problem to continue to interfere with planning for Coalition operations. The paper draws conclusions and makes recommendations for managing this issue in the future.
