This report presents the conclusions of a project undertaken for the Navy Personnel Research, Studies, and Technology Division NPRST, Bureau of Naval Personnel, which is revising the Navys classification algorithm for enlisted personnel. The developmental goal of the proposed new classification decision support software DSS, the Rating Identification Engine RIDE, is to improve the recruit-rating assignment process so that it provides greater utility in the operational classification system. The project plan includes both concurrent and predictive validation studies in which the main criteria are satisfaction with rating and with the Navy, and attrition within the first enlistment term. It also includes an operational evaluation that compares classification through RIDE with and without an interest function based on the inventory. The predictive validation and operational evaluation studies must be longitudinal to capture first term retention. We estimate the timeline for the entire effort to be five to six years.
