Military Bases. An Analysis of the Commission's Realignment and Closure Recommendations

The Department of Defense DOD spends billions of dollars annually operating its domestic military bases. On May 3, 1988, the Secretary of Defense chartered a commission to recommend bases that could be realigned or closed. The Commissions December 29, 1988, report recommended that 86 bases be closed, 5 to partly closed, and 54 other be realigned, for an annual savings of about 694 million. In January 1989, the Chairmen and Ranking Minority Members of the Senate and House Committees on Armed Services asked GAO to review the Commissions methodology, findings, and recommendations.
