Abstract:
A general review of the failings of Standards Programs, with particular reference to shipyard programs. This review is focused on the reasons why some programs fail and others succeed. Consideration is given to both the people aspects and the technical aspects. Comparison is made of theory and practice in Standards Programs, and how at times they appear to conflict. Eight basic rules are given for successful Standards Programs. They apply whether you are installing a program, maintaining a program, or trying to revitalize a deteriorated program. It is stressed that failure to follow these rules is the main reason Why Standards Programs Fail.
