This report results from a contract tasking Shubnikov Institute of Crystallography as follows The contractor will investigate electro-optical effects and physical properties of liquid crystal materials LCM to improve spatial phase modulation for steering light, The primary goal is to develop liquid crystal LC based techniques for fast phase modulation, As noted in the technical proposal, the ultimate objective is to achieve the following performance characteristics of optical phase modulators 1 100 phase modulation not less than 2pi radian in the visible and near IR spectral band 2 the time of 2pi-phase retardation switching is less than 1-2 ms at the switching repetition rate higher than 250 Hz 3 LO-material transparency in the spectral band of 800-1550 nm 4 driving voltage less than - V 5 wide operating temperature range including the range below room temperatures.
