The purpose of this MBA Project was to investigate and employ better business practices and stakeholder value determination feedback to adeptly respond to a mandated 25 reduction in base services contract expenses for FY06, and to present our methods in such as manner as to be readily reproducible by other Navy installations. This project was conducted with the assistance of Naval Region Southwest, the Center for Naval Analysis, the International City Managers Association, and Public Works Center, Naval Postgraduate School. The goal of this project was to research and document sound, proven business techniques used to identify the immediate collective of organizational stakeholders, determine how Navy installations are measured for efficiency, provide a baseline from which to assess value on intangibles, delineate procedures on how to conduct a Cost-Benefit Analysis, describe appropriate performance measures and controls, and illustrate the construction of a value-determination survey used to solicit stakeholder feedback. The results of this project provide a value-added element to be incorporated into the overall budget reduction decision.
