At the request of the Advanced Systems and Concepts Office ASCO of the Defense Threat Reduction Agency DTRA, RAND conducted this research and analysis based on the likelihood that Department of Defense DoD medical assets would be called upon to provide support to civil authorities in the aftermath of a terrorist attack. Originally focused on chemical or biological attacks, it was expanded following the attacks of September it, to include any terrorist attack involving chemical, biological, radiological, nuclear, or conventional high explosives CBRNE weapons.
