Abstract:

The Federal Bureau of Investigation FBI used armored vehicles to pump tear gas into David Koreshs Branch Davidian compound in Waco, Texas on 19 April 1993 Yoresh reacted by igniting a firestorm which consumed 85 lives including 24 children. An examination of the 51-day stand-off between Koresh and the FBI and its tragic ending using Allisons organizational process and governmental politics models helps explain how decisions were made and why alternate strategies were not employed Allison, p. 67-96, 144-184.
