Abstract:

In support of Defense Transformation, it has become vital that military planners, operators, and analysts not merely concentrate on doing things right but also focus on doing the right things. The Cold War era right thing of winning the heavy-armor battles in Europe has given way to multiple and diverse right things of unconventional warfare, homeland defense, peacekeeping operations, etc. To address these complex objectives, what is needed is a robust means to rigorously specify operational purposes and goals, then explicitly relate, map, and allocate them to the proposed means for accomplishment. Accordingly, this report describes a framework for representing the synthesis of military operations and the employment of materielforces to accomplish missions. It also formalizes the mission space, details how framework components need to be linked and instantiated, and discusses ways in which this approach is being exercised.
