The Quadrennial Defense Review and National Security Strategy of the United States call for transforming the Armed Forces to assure both allies and friends of our commitment to existing security arrangements, dissuade military competition, deter threats to vital interests, and decisively defeat enemies that are not or cannot be deterred. U.S. Pacific Command PACOM therefore operationizes national security strategy and national military strategy with a regional emphasis. This effort requires an understanding of future threats, an assessment of evolving political -military realities of the region, and a well-charted course to the future. Just as the threat has been transformed, it is also clear that capabilities, command structures, and security relationships must be transformed to guarantee the stability on which the goals of peace-loving nations depend.
