Abstract:

The United States military must train to be an effective fighting force, a force capable of defending our nation and our national security interest abroad. Sometimes, military training missions take place in areas inhabited by endangered or threatened species. This situation becomes a serious issue if statutory protections for threatened and endangered species prevent our military forces from adequately training - degrading their capabilities in a wartime environment.2
