Abstract:

The Task Force was asked to identify new training methodologies and techniques that ensure U.S. forces can achieve the capabilities envisioned in Joint Vision 20102020. In addition the Task Force was to identify and characterize the education and training demanded by JV 20102020 and address joint and interoperability training as well as development and demonstration phasing over the next two decades for technology modernization, operational concepts, and training. The Task Forces principal finding is that transformation of the military will increase the cognitive demands on even the most junior levels of the military. Research and development funding to create new kinds of training continues to be scarce and is being cut. Additionally, the personnel system, like the acquisition system often disrupts training and military proficiency with no accountability.
