Abstract:

The desired end state in a post-war Iraq is a free and democratic country. In order to achieve this ambitious goal, the transition from hostilities to occupation will have to be successful. Based on the remarkable similarities between post-WWII Austria and a post-war Iraq, lesson learned form the Austrian occupation are updated and applied to Iraq. Taken with the recommendation on employment, both lessons could go far to ensure a successful transition to military government.
